thanks for the extra info. After looking at the wave patterns, they go like this:

wave 20: boss wave
wave 21: flying
wave 22: arachnid
wave 23: mutant

so, it looks like the flyers do actually come after a boss. My current thinking is that it is related to switching music, which happens a few seconds into the wave after a boss wave, as it takes time for the music to fade out.
