That’s correct. The Emergency Repair Stronghold tool for instance (I think that’s the most recent issue I had): I unlocked it, then that night went to play it on the iPad, and it was still showing as locked. The levels however were up to date.
This is not consistent, I just checked and weapons I unlocked in the last day or two on the iPhone do show on the iPad. I will keep an eye out to capture another instance of it and let you know some specifics.
