In Sentinel 4 we have two commanders to choose from, one which is unlocked as you progress through the campaign. I did think about having more than one commander active at a time, but I think balancing and control issues will make this very difficult.
We are definitely planning on adding more commanders to choose from and level up though. Most likely this will happen post release, but it’s not been decided yet.
