Yes, it’s a percentage and it does stack with other boosting effects such as the Commander aura and the Campaign 2 turret boost ship weapon. If I recall correctly they each use the tower’s base damage in the calculation rather than a boosted figure, but with all three effects running you can still get some REALLY nice damage figures
